Commission Members

Under Soil Conservation District Law 22-2718, five Soil Conservation Commission Members are appointed by the Governor of the State of Idaho. Each commission member serves for a term of five years commencing upon July 1 of the year appointed. Below are the current Commission Members.

Bill Flory, Chairman

Bill Flory received his BS in Business Finance from the University of Idaho in 1977, and has served as president of Flory Farms since 1986. Bill manages a diversified grain farm raising wheat, barley, bluegrass, canola, and grass/alfalfa hay. He has implemented the latest GPS application and air-drill technology to improve soil quality, production, and efficiencies.

Bill has an extensive history with the Grain Producers and Wheat Growers Associations, serving as president of both the Idaho Grain Producers and the National Association of Wheat Growers. He also served on committees for Idaho Governor Dirk Kempthorne, including the School Funding Task Force, the Family Farm Security Task Force, and the Governor’s 2020 Blue Ribbon Task Force.

This fourth-generation producer is a member of the Farm Foundation Bennett Roundtable, and serves on an agricultural magazine editorial board. Bill and his wife Cheryl live in Winchester, Idaho and have two grown children.




Dwight Horsch, Vice-Chairman

Dwight Horsch is a third-generation farmer. The Horsch farm is all irrigated and raises potatoes, sugar beets, and wheat in rotation. Dwight served in the Idaho Legislature from 1978-1986 and served during that time in both houses.

Dwight also served on the National Potato Council Executive Board from 1988 to 2005, and during that time served two years as Vice President of the Executive Board from 2003-2005.

Dwight and his wife Kathy live in Aberdeen, Idaho and have two grown daughters.




Dick Rush, Secretary

Dick Rush has an extensive background in Idaho's agricultural organizations and currently serves as Chief Executive Officer of the Idaho Chapter of the American Red Cross. He also has served as the State Executive Director of the USDA Farm Service Agency; Director, Idaho State Department of Agriculture; Administrator of the Idaho Wheat Commission; General Manager, Coeur d'Alene Tribal Businesses, and Vice President of Natural Resources with the Idaho Association of Commerce & Industry. Dick has been involved in many State efforts concerning environmental, natural resources, and general business issues.

Dick received his M.S. degree in Agricultural Economics from the University of California, Davis, and his B.S. in Agricultural Economics from the University of Idaho.

Dick and his wife Nancy live in Boise, and have three grown children.

J. Morgan Evans, Member

J. Morgan Evans comes to the SCC with many years of experience in land management and conservation. He runs a cow/calf operation in the Downey, Idaho area, as well as serving on the Forest Service Resource Advisory Committee. Morgan is also a past president of the Idaho Cattle Association, and has accompanied the Governor on trade missions to Canada to participate in the Pacific Northwest Economic Region (PNWER) bi-lateral talks. He has been active in the community, serving on the Highway District Board, Soil Conservation District, and Hospital Board, as well as earning his living as a banker for over twelve years.

Morgan believes that with the passage of the Beef Cattle Environmental Control Act, it is of utmost importance to Idaho water quality that ranchers and cattlemen are represented on the Commission.
