Commission Members

Under Soil Conservation District Law 22-2718, five Soil Conservation Commission Members are appointed by the Governor of the State of Idaho. Each commission member serves for a term of five years commencing upon July 1 of the year appointed. Below are the current Commission Members.

J. Morgan Evans comes to the SCC with many years of experience in land management and conservation. Morgan is a graduate of Brigham Young University, with a degree in Ag Economics and Finance.

He runs a cow/calf operation in the Downey, Idaho area, as well as serving on the Forest Service Resource Advisory Committee. Morgan is also a past president of the Idaho Cattle Association, and has accompanied the Governor on trade missions to Canada to participate in the Pacific Northwest Economic Region (PNWER) bi-lateral talks. He has been active in the community, serving on the Highway District Board, Soil Conservation District, and Hospital Board, as well as earning his living as a banker for over twelve years.

Morgan believes that with the passage of the Beef Cattle Environmental Control Act, it is of utmost importance to Idaho water quality that ranchers and cattlemen are represented on the Commission.

He and his wife, Charla, have lived in Downey for the last 35 years.

Bill Flory, Vice-chairman

Bill Flory received his BS in Business Finance from the University of Idaho in 1977, and has served as president of Flory Farms since 1986. Bill manages a diversified grain farm raising wheat, barley, bluegrass, canola, and grass/alfalfa hay. He has implemented the latest GPS application and air-drill technology to improve soil quality, production, and efficiencies.

Bill has an extensive history with the Grain Producers and Wheat Growers Associations, serving as president of both the Idaho Grain Producers and the National Association of Wheat Growers. He also served on committees for Idaho Governor Dirk Kempthorne, including the School Funding Task Force, the Family Farm Security Task Force, and the Governor’s 2020 Blue Ribbon Task Force.

This fourth-generation producer is a member of the Farm Foundation Bennett Roundtable, and serves on an agricultural magazine editorial board. Bill and his wife Cheryl live in Winchester, Idaho and have two grown children.

Joe Davidson was born and raised in Eden, Idaho, and has lived in Jerome County most of his life.  His experience has centered on agriculture in the Magic Valley and Jerome County, where he has been self-employed in potato seed and trucking businesses for the last 25 years.

Currently serving his second term as a County Commissioner for Jerome County, Joe also serves as chairman for the Urban Renewal Board, and has been involved over the years in many land development projects.  He believes that the local Conservation Districts and the Commission have a potential to be involved in urban interface and community growth issues with natural resources.

Joe and his wife, Kay, have six grown children, and fourteen grandchildren.

Dwight Horsch is a third-generation farmer. The Horsch farm is all irrigated, and raises potatoes, sugar beets, and wheat in rotation. Mr. Horsch is a graduate of Kansas State University with a degree in Ag Business.

Dwight served in the Idaho Legislature from 1978 to 1986, and worked during that time in both houses. He served six years on the Idaho State Advisory Board for Vocational Education, and twelve years on the Idaho Judicial Council.

Dwight also served on the National Potato Council Executive Board from 1988 to 2005, and during that time served two years as Vice President of the Executive Board from 2003 through 2005.

Dwight and his wife Kathy live in Aberdeen, Idaho, and have two grown daughters.

Dick Bronson, Member

Richard “Dick” Bronson is a fourth generation of an Idaho farming family.  The Bronson family farm has produced alfalfa, wheat, sugar beets, beans, onions and nursery stock over the years.   As a result, Bronson has been involved with and a member of the Idaho Nursery and Landscape Association and Idaho Horticulture Association.

For 37 years, Bronson owned and managed a Fruitland based irrigation company called Grower’s Supply. In 2006, he sold the business to Pipeco of Idaho and has been managing the location ever since. Bronson has also been a Director of the Lower Payette Ditch Company, an officer in the Idaho Irrigation Equipment Dealers Association and an instructor in the University of Idaho Master Gardner program.

Bronson served in the U.S. Army.  He is a past Commander of the Veterans of Foreign Wars and an active member of the American Legion.
